The SABCOR Group (Pty) Ltd (SABCOR) has been established to stimulate and grow the bus market through the transformation of the SMME bus and coach industry in South Africa. For many years, SMME bus and coach operators have lobbied government and trade associations to assist them with the following:
- Aging bus fleets. On average, vehicles of SMME operators are 20 years old and are in dire need to be replaced or refurbished so that ongoing safe transportation of passengers can be assured. In addition, this will also ensure that SMME operators are competitive within the public transport environment.
The replacement/refurbishment of buses and coaches will not only stimulate the vehicle manufacturing/refurbishing industry but will also benefit the related industries associated with the bus industry.
- Empowerment. Over and above the aging bus fleets, SMME operators are in dire need to be included and to be an integral part of the mainstream of public transport in South Africa.
The Founding Members and Directors of SABCOR, Andre Groenewaldt, Hephzibah Matji and Eric Cornelius, recognized the importance of stimulating the bus market and transforming the SMME bus and coach industry. Accordingly, they established SABCOR and two BEE subsidiary companies, The Bus Consortium (Pty) Ltd (TBC), a private company, and Sandric, a non-profit organization, for this purpose.

A non-profit company, that meets the B-BBEE requirements applicable to non-profit companies and represents 75% Black beneficiaries
The Directors of TBC and Sandric are Sidwell Nche, Adolph Komane & Hephzibah Matji.
These Companies have been strategically structured according to BEE legislation and compliance requirements in order to transform the SMME bus and coach industry in the following manner:
- The replacement and refurbishing of SMME’s buses
- Delivering of quality and relevant training and skills development programmes for SMME’s
- Provide support in respect of sourcing of work for SMME’s buses
- Provide support in the development of a corporate identity for SMME’s
- Negotiate discounts on various products and services that will reduce SMMES’ operating costs and improve their profitability
The focus of SABCOR and its subsidiary companies will be to generate increased bus sales and refurbishments through funding received from the BEE Spend of corporate companies associated with the bus industry.
It has been recognized that, initially, funding received from donors may not be entirely sufficient for this purpose due to the enormous need for transformation within the SMME bus and coach industry. However, SABCOR is currently negotiating with other large corporations and entities for additional funding.
The BEE funds received from corporate companies will be used exclusively to transform the SMME bus and coach industry as outlined above, and corporate companies will be engaged with on a regular basis regarding how their funds have been utilized. Relevant information will be placed on the SABCOR website and will also be highlighted in media releases.
Those corporate companies who support the SABCOR initiatives will become Anchor Partners of SABCOR. In turn, operators will be encouraged to support our Anchor Partners through increased purchasing and procurement. Other than the Anchor Partners contributing their BEE Spend (in part or in full) to SABCOR, there is a limited fee is required for registration to register with SABCOR.
